Started by Joseph Femiani in 1993, Watchful Shepherd Program is dedicated to helping children as well as their families deal with the growing evil of family violence and abuse of children. Using an easy to use technology, the organization aims at finding ways to protect children, and helps them build up confidence and strength they need to raise voice against the fears. Originally, this program was initiated to provide an electronic monitoring device to the Washington County Child Protective Services Unit so that it can improve its efforts to protect children in dangerous family situations. The Watchful Shepherd provides child victims and families with a wrist band which can activate the electronic device installed in their home. This further activates a computer monitoring system at the organization’s National Response Center that operates on a 24/7 basis, and after that appropriate actions are taken.
Watchful Shepherd Program also provides for regular weekly contact with child via telephone through any volunteer to make sure that the system is working perfectly and child is doing well. When a child who is under the threat of abuse activates the alarm, a contact is established by the organization’s unit at Response Center. After that, dispatchers try to establish voice contact with the child within ten seconds, and Response Center staff immediately informs local police dispatch. Aside from protecting children from abuse in home, this program also helps individuals who are suffering from domestic violence. Usually the sound of device and the knowledge that appropriate authorities have been informed is enough to prevent situation from becoming aggressive.
